THE FORMER
SUPREME COURT OF APPEALS BUILDING

Located on Vekaletler Avenue in the Devlet Mahallesi of Ankara, this complex of buildings served for many years as the Supreme Court of Appeals (Yargıtay) under the Ministry of Justice. Following the court's relocation to its new campus, the buildings were vacated, and the Ministry of Justice initiated a project for their adaptive reuse as a new service building.
The complex consists of two main structures connected by a bridge added in the recent past. The first building was designed and built by the Austrian architect Clemens Holzmeister and was commissioned in 1936. The architect of the second building, constructed between 1939-44, is unknown; however, both structures share a harmonious architectural language and function as a cohesive campus. Over the years, significant alterations have been made: parts of the main Holzmeister building have been lost, and large extensions have been added. The other building's original massing has been altered by the addition of two extra floors.
A high-precision architectural survey of the entire complex was conducted utilizing 3D terrestrial LiDAR technology. Based on this detailed digital data, the restitution and restoration projects were prepared, aiming to address the non-original additions and propose a modern adaptive reuse plan that respects the immense historical and architectural integrity of the campus. The complete suite of projects has been approved by the relevant Regional Conservation Board.
